Amazon EU FBA New Rule Takes Effect September 1: Non-EU Sellers Must Submit MRN & EORI Within 60 Days or Face a Shipment Ban
Mihan Logistics Warns: Missing the Deadline Means Losing the Right to Create New FBA Shipments to the EU.
1.What Are MRN and EORI?
For sellers navigating EU customs, understanding the distinction between these two identifiers is critical:
- MRN (Movement Reference Number): A dynamic, one-time reference number generated for each individual customs declaration. It changes with every shipment.
- EORI (Economic Operators Registration and Identification): A permanent, static identification number assigned to a business entity by EU customs authorities. It remains the same across all shipments.
Both must be obtained from your customs broker or freight forwarder and submitted via Amazon Seller Central under the "Manage Shipments" page, by clicking on "Import Detail Status".
2.Who Is Exempt?
The new rule does not apply to:
Sellers whose company is registered in an EU member state; or
Sellers whose goods are purchased within the EU and can provide a valid purchase invoice as proof.
All other non-EU sellers using Pan-EU or shipping directly to France must comply.

4.What If You Don't Have the MRN Yet?
Amazon has provided a temporary workaround: sellers who have not yet received the MRN from their broker may select the option "My broker has not provided the MRN/EORI as requested". However, this is only a short-term measure — the actual MRN must be submitted as soon as it becomes available.
