Key Notes on UAE Customs & Import

UAE import regulations are clear but strictly enforced. The following points are essential for a smooth customs clearance process:

Customs Duty & VAT: Import duty in the UAE is generally 5% (calculated on CIF value), with certain goods eligible for exemption or reduced rates. Since 2018, most shipments are subject to 5% VAT, which can be claimed as input tax by registered businesses.

Conformity Certification: Many products (e.g., electronics, lighting equipment, household appliances, toys) must obtain ECAS or ESMA certification and bear the Emirates Conformity Assessment Scheme mark.

Certificate of Origin & Trade Arrangements: Correct declaration of origin is required to benefit from trade facilitation between China and the UAE. A China Certificate of Origin may qualify goods for tariff reductions.

Detailed & Accurate Commercial Documents: Commercial invoices and packing lists must include complete product descriptions, HS codes (UAE uses 8-digit HS code), quantity, unit price, total value, and country of origin. Invoices may need chamber of commerce or embassy legalization depending on the case.

Strict Prohibited & Restricted Goods: The UAE strictly prohibits weapons, narcotics, alcohol (without license), pork products, religiously sensitive materials, gambling equipment, etc. Vapes and pure batteries require specific transport and declaration compliance.

High Inspection Rates: UAE customs applies relatively high inspection rates to high-value, sensitive categories and shipments with incomplete documentation. All documents must be truthful, consistent, and complete.
