Saudi Customs & Key Import Considerations

Mandatory SABER Certification (PCoC + SCoC): As of January 1, 2025, all goods imported into Saudi Arabia require a Product Conformity Certificate (PCoC) and Shipment Conformity Certificate (SCoC) obtained via the SABER platform before shipment. We assist you fully with registration, testing, and certificate application.

12-Digit HS Code: As a member of the Gulf Cooperation Council (GCC), Saudi Arabia requires a 12-digit HS code for all imports. Incorrect classification leads to penalties, delays, or re-exportation.

Proforma and Commercial Invoices: Invoices must be prepared strictly in accordance with Saudi customs requirements, with high accuracy and consistency in product description, quantity, and value. Vague descriptions or under-invoicing will trigger inspection and fines.

Rules of Origin: Correctly providing a GCC unified certificate of origin can entitle you to tariff preferences among Gulf states. Leverage trade agreements between China and Saudi Arabia to reduce duties.
