Importer Registration & Pre-Declaration: Importers must register with the AFIP system and obtain import qualification. Most goods require an "Import Affidavit" (DJAI) prior to shipment, a mandatory pre-clearance step.
Stringent Foreign Exchange Controls & Payment: Importers must purchase foreign exchange through the banking system for paying suppliers and freight, a process strictly supervised by the Central Bank with quota management, often time-consuming.
Customs Duty: Determined by the MERCOSUR Common Nomenclature (NCM). Some goods may benefit from preferential rates under the China-Argentina bilateral agreement.
Value Added Tax (VAT): Standard rate is 21%, applied to the sum of CIF value, duty, and other charges.
Excise Tax: Levied on specific goods like tobacco, alcohol, luxury items, and electronics.
